The Dive club is having a photo contest - you can be a part of the new NEADC Brochure!

Here are the guidelines:
  • Submissions must be emailed to newsletter@neadc.org before September 20th

  • Maximum of 3 submissions per person

  • Photographs must not have been previously published

  • No professional photographers please!

  • *New England photos strongly encouraged


Winners will be announced at the Tropical Fish hunt on September 30th

     New Regulation for charter boats

There is a new regulation that dive charter boats need to have a head boat license the same as traditional charter/party boats.

This regulation has been in place for a couple of years for traditional charter/party boats, and is as follows:

The for-hire requirement in 322 CMR 7.01(4)(e):

(e) For-hire vessels. Authorizes the named individual or corporation's vessel to carry paying customers for purposes of fishing. Individuals or corporations shall obtain a for-hire permit based on the number of paying customers aboard.

1. Head Boat. Issued to vessels carrying seven or more paying customers.
2. Charter Boat. Issued to vessels carrying three to six paying customers.
3. Guide Boat. Issued to vessels carrying up to two paying customers.


The definition of “fish” and “to fish” as found in c. 130 would require dive charters to have a for-hire permit when paying customers want to harvest any marine animal life.

“Fish”, any animal life inhabiting the ocean or its connecting waters including any crustacean or marine fish, whether free swimming or free moving, and any shellfish or sea worms, whether or not imbedded in the soil. All provisions of the chapter relative to fish shall, so far as apt, apply also to lobster meat and crab meat after the same has been taken from the shell.

The verb, “to fish”, in all of its moods and tenses, to take or to attempt to take fish by any method or means, whether or not such method or means results in their capture.


The application is available on-line at: http://www.mass.gov/dfwele/dmf/commercialfishing/commapp.pdf , and costs $10 for MA residents. Any for-hire boat that may carry passengers who want to take fish/lobster/shellfish by any means should have one of these permits.

     Tank Safety Alert

On June 15th, there was an incident at a Rhode Island dive center where a tank ruptured while being filled. Nobody was harmed, but "The building sustained “considerable” damage of roughly a few thousand dollars". As a consequence, most New England dive centers will no longer fill tanks made from 6351 aluminum and made prior to 1990. These tanks were made of 6351 aluminum -a combination on aluminum and lead that has become brittle over time and is cracking causing tanks to explode.

There could be an issue with any aluminum tank manufactured before February 1990, except tanks made by the Catalina company. If you have a tank in question, it is recommended that you drain as immediately.

If you have a question about a tank, bring it to a dive center and they can tell you if the tank is a problem. Some centers even have incentives to help people bring in the dangerous tanks.
